What a clown Manfred is. Now he gives a shit about the small market teams? Guy is a piece of crap. Put a salary cap and floor in like every other sport in America has. That will solve both the Pirates problems. Level the playing field and force Nutting to spend money.

I think when the dust settles, we might see the following:
1) Some kind of lottery for the draft pick order(similar to NBA)
2) Free agents still staying at 6 years, unless you are at a certain age it will be only 5 years.
3) Some kind of new system of how to pay players in their first 3 years of service.
4) A universal DH
5) Expanded play-offs
6) A change in revenue sharing, such that if a small market teams receives money, they will be held accountable in having to spend it on players.
7) A change in how service time is calculated (to avoid manipulation)

The small market Cheapskate Nutting should tale a firm stand against the other 29 GM's who have no problem spending money.
