Penn makes the team, or is subjected to waivers, depending on his outing today. Huntington and Russell basically made that known to him earlier this week.

I think Penn keeps a seat in the bullpen til Hanrahan comes off the DL and then is sent to Indy to be in the rotation...

If he gets shelled, Russell and Huntington basically stated that he would not make the 25-man roster. Further, if he is to be sent to the minors, he has to go through waivers. Pirates had the second pick among all eligible teams to pick up Penn when the Fish put him on waivers.

I seriously doubt he makes it past 28 teams and goes unclaimed if the Pirates put him on waivers. It is therefore unlikely that he winds up in Indianapolis. He is either in Pittsburgh or with another team.

For some reason I was thinking he had an option left...

I'm more concerned about the 1 for 20 Raynor has put up. I hope there is a deal in the works to send him to Indy, he is not ready. I'd rather have bat of Pearce...

He doesn't, because the Orioles brought him to the majors at age 20. That is why the Pirates were able to pick him up off the waiver wire.
