As depressing as they looks, it is Arroyo's modus operandi . . . I recall him having a similar outing last year for the Reds which involved 10 ERs in an inning of pitching and then he went out for the rest of the year and pitched pretty well - I thought that the Bucco announcers said that he posted a sub-4.00 ERA for the remainder of the year (but I can't be certain).
